राज्य » जम्मू-कश्मीरPosted at: Dec 28 2019 1:15PM जम्मू कश्मीर में अनुच्छेद 370 हटाया जाना एक ऐतिहासिक फैसलाजम्मू 28 दिसम्बर (वार्ता) जम्मू कश्मीर को विशेष राज्य का दर्जा देने वाले संविधान के अनुच्छेद 370 और अनुच्छेद 35ए को निष्प्रभावी किया जाना वर्ष 2019 में देश की सरकार के एक ऐसे फैसले के रूप में सामने आया जिसके जरिए राज्य के इतिहास में एक नया अध्याय जुड़ गया। तीन दिनों बाद समाप्त होने जा रहे साल ने समूचे राज्य का भाैगोलिक नक्शा ही बदल दिया तथा यहां की जनता के लिए विकास एवं समृद्धि की एक नयी राह खुल गयी। गत पांच अगस्त को अनुच्छेद 370 और अनुच्छेद 35ए को हटाये जाने के साथ ही जम्मू कश्मीर और लद्दाख के रूप में दो नये केंद्रशासित प्रदेश का आकार दिये जाने का कश्मीर घाटी में एक तरफ जहां जबरदस्त विरोध सामने आया और मोबाइल इंटरनेट सुविधा पूरी तरह बंद कर दी गयी , वहीं जम्मू और लद्दाख क्षेत्र में केंद्र सरकार के इस फैसले का स्वागत किया गया। जम्मू कश्मीर के भौगोलिक नक्शे में बदलाव के अलावा पिछले सात दशक से अधिक समय बाद यहां विकासखंड परिषदों का चुनाव भी वर्ष के महत्वपूर्ण घटनाक्रमों में से एक रहा। लद्दाख क्षेत्र के निवासी बहुत वर्षो से केंद्रशासित प्रदेश के रूप में गठन की मांग करते आ रहे थे , जबकि जम्मू क्षेत्र के लोगों की केंद्रशासित प्रदेश बनाये जाने के बजाय पृथक राज्य गठन की मांग थी। बहरहाल केेंद्र सरकार के फैसले का दोनों क्षेत्रों के निवासियों ने स्वागत किया है। केंद्र सरकार ने एक नया नक्शा भी जारी किया है , जिसमें कश्मीर घाटी को जम्मू कश्मीर में और लद्दाख को अलग केंद्रशासित प्रदेश के रूप में दिखाया गया है। केंद्रशासित राज्य बनने के बाद जम्मू कश्मीर में विकासखंड परिषदों के चुनाव कराये गये। इससे पहले राज्य की पूर्ववर्ती सरकारें पंचायत चुनाव तो कराती रही , लेकिन विकासखंड परिषद चुनाव कभी नहीं हुए। इस वर्ष सितम्बर-अक्टूबर में ये चुनाव कराकर इतिहास रचा। पंचों और सरपंचों ने भी सरकार के इस कदम का स्वागत किया। दूसरी ओर चार अगस्त से समूचे जम्मू कश्मीर में मोबाइल इंटरनेट सेवाएं बंद कर दी गयी, जिससे लोगों, विशेषकर छात्रों, व्यापारियों और मीडियाकर्मियों को काफी परेशानियों का सामना करना पड़ रहा है। यह पहला मौका है , जब जम्मू कश्मीर के पुनर्गठन के चार माह बीत जाने के बाद भी यहां इंटरनेट सेवाएं स्थगित है। इंटरनेट सेवाओं को बहाल करने की लगातार मांग उठ रही है , लेकिन इस पर अभी तक कोई फैसला नहीं लिया गया है। वर्ष 2019 के जम्मू कश्मीर के महत्वपूर्ण घटनाक्रमों में तीन पूर्व मुख्यमंत्रियों को हिरासत में रखा जाना भी शामिल है। नेशनल कांफ्रेंस सांसद एवं पूर्व मुख्यमंत्री फारुक अब्दुल्ला को जनसुरक्षा कानून के तहत हिरासत में रखा गया है जबकि दो अन्य पूर्व मुख्यमंत्री उमर अब्दुल्ला और महबूबा मुफ्ती को नजरबंद रखा गया है। इतना ही नहीं , बल्कि पीपुल्स डेमोक्रेटिक फ्रंट, नेशनल कांफ्रेंस और पीपुल्स कांफ्रेंस के बहुत से वरिष्ठ नेताओं को भी अब तक हिरासत में रखा गया है। टंडन राम वार्ताBy Vishal BhartiJammu, Dec 28 (UNI) As 2019 draws to a close, some of the many trending stories made headlines this year. From the controversy surrounding the Citizenship Amendment Act to the National Register of Citizens,Hyderabad Rape case and Unnao gang-rape case, there were many moments that caught attention of the nation.These included the abrogation of Article 370 & Article 35 A which wrote a new chapter in Jammu and Kashmir’s history.The concluding year saw a metamorphosis in the geographical map of erstwhile state J&K. It opened a new road for the development and prosperity as two Union Territories for people of Jammu and Kashmir and Ladakh. Abrogation of Article 370 and Article 35 A, besides creation of two Union Territories (UTs)- J&K and Ladakh, took place amid protest in valley and complete clamp on mobile internet facility. On the other hand, there were celebrations in Jammu and Ladakh regions over the Centre’s decision. Besides, the change in geographical map, erstwhile state of J&K also witnessed the elections of Block Development Councils (BDCs) in the last over seven decades.Jammu and Kashmir was carved into two Union Territories – J&K and Ladakh. Amid uproar in Parliament and high security blanket in the erstwhile state of Jammu and Kashmir, the Union Government reorganised Jammu and Kashmir on August 5 and made it into two Union Territories Jammu and Kashmir and Ladakh after abrogation of Art 370 which now is history.With the new decisions, the state of Jammu and Kashmir faded into the past. Though the residents of Ladakh were demanding the creation of a Union Territory for years, the people of Jammu were seen demanding a separate Statehood Status for the region of erstwhile state instead of making it a Union Territory. But whatever it was, this decision of the Centre was welcomed in both Jammu and Ladakh. The central government also released a new map. It included Kashmir in Jammu and Kashmir while Ladakh was shown as a separate Union Territory.More UNI VBH RP0756Block Development Councils elections were held in Jammu and Kashmir after it became a Union Territory. Elections were held for panchayats in J-K, but the governments never held elections for the Block Development Councils. This time in September-October, the government created history by conducting BDC elections. Panchs and sarpanches also welcomed the government's move.Amid celebrations, there was an itch. People of J&K suffered complete snapping of mobile internet facility since August 4, this year. This is the first time that mobile internet services have been shut in the entire Union Territory for four months after the reorganisation of Jammu and Kashmir. There is a continuous demand for restoring internet services, but no decision has been taken yet.Apart from this for the first time 2019 saw the three former Chief Ministers of J&K being kept under detention. Former Chief Minister and National Conference MP Dr Farooq Abdullah has been detained under the Public Safety Act while Omar Abdullah and Peoples Democratic Party's Mehbooba Mufti have been placed under house arrest. All three former chief ministers were detained since August 5 after the reorganisation of Jammu and Kashmir.
