अविक डे के सर्विस कोटा दाखिले पर फिर जांच, लोगों से शिकायतें और साक्ष्य मांगे गए

कोलकाता, 11 अगस्त (वार्ता) पश्चिम बंगाल में मेडिकल कॉलेजों में कथित 'धमकी संस्कृति' से जुड़े डॉक्टरों में शामिल रहे अविक डे के खिलाफ एक बार फिर जांच शुरू की गयी है ओर नयी जांच समिति ने लोगों से श्री डे के खिलाफ तथ्यात्मक शिकायतें तथा संबंधित दस्तावेज, फोटो, ऑडियो या वीडियो सबूत जमा करने को कहा है।
यह जांच श्री डे के स्नातकोत्तर पाठ्यक्रम में सर्विस कोटा के जरिए हुए दाखिले की दोबारा पड़ताल के लिए शुरू की गयी है।
कॉलेज ऑफ मेडिसिन एंड सागोर दत्ता अस्पताल के प्रधानाचार्य कार्यालय की ओर से मंगलवार को जारी सूचना के अनुसार, जांच समिति का गठन चिकित्सा शिक्षा निदेशालय के 10 अगस्त के आदेश पर किया गया है। मामला उस समय श्री डे के सर्विस कोटा से दाखिले से जुड़ा है, जब वह पूर्वी बर्धमान जिले के बर्धमान मेडिकल कॉलेज में रेडियो-डायग्नोसिस विभाग में रेजिडेंट मेडिकल ऑफिसर के तौर पर तैनात थे।
समिति ने कहा है कि जिस किसी के पास इस मामले से जुड़ी जानकारी या सबूत हैं, वे अपनी शिकायत के साथ मूल दस्तावेजों की स्पष्ट प्रतियां, फोटो, ऑडियो या वीडियो जमा कर सकते हैं। शिकायतें 18 अगस्त को शाम चार बजे तक ईमेल या डाक के जरिए भेजी जा सकती हैं। समिति ने शिकायतकर्ताओं की पहचान गोपनीय रखने का भी भरोसा दिया है।
समिति के मुताबिक, शिकायतकर्ताओं को अपना नाम, पता, हस्ताक्षर, आधार या मतदाता पहचान पत्र जैसे फोटो पहचान पत्र और मोबाइल नंबर या ईमेल देना होगा। इन जानकारियों का इस्तेमाल जरूरत पड़ने पर उनका बयान दर्ज करने के लिए किया जायेगा।
श्री डे एसएसकेएम अस्पताल के सर्जरी विभाग में पूर्व स्नातकोत्तर प्रशिक्षु रहे हैं। मेडिकल कॉलेजों में कथित 'धमकी संस्कृति' को लेकर विभागीय जांच के बाद उन्हें निलंबित किया गया था और वह अभी भी निलंबन में हैं। आरजी कर मामले की जांच के दौरान केंद्रीय जांच ब्यूरो (सीबीआई) ने भी उनसे पूछताछ की थी।
इससे पहले श्री डे के खिलाफ हुई जांच का नेतृत्व करने वाले डॉक्टर उत्पल दान ने कहा था कि कठिन क्षेत्र में सेवा के लिए प्रमाणपत्र स्वास्थ्य विभाग को जारी करना चाहिए था। उनके मुताबिक, श्री डे को यह प्रमाणपत्र तत्कालीन बर्द्धमान मेडिकल कॉलेज के प्रधानाचार्य ने जारी किया था।
श्री डे ने हालांकि सर्विस कोटा प्रमाणपत्र हासिल करने में किसी अनियमितता से इनकार किया है। उन्होंने कहा कि नियमों के तहत मांगे गये सभी दस्तावेज जमा किये थे और 2022 में स्वास्थ्य विभाग द्वारा दस्तावेजों के सत्यापन के बाद उन्हें सर्विस कोटा दिया गया था।
नयी जांच समिति ने लोगों से शिकायतें और सबूत मांगने का तरीका पहले डॉक्टर बिरूपाक्ष बिस्वास के खिलाफ हुई जांच में भी अपनाया था। श्री बिस्वास पर भी मेडिकल कॉलेजों में कथित 'धमकी संस्कृति' से जुड़े होने और जूनियर डॉक्टरों को डराने-धमकाने के आरोप लगे थे। नयी समिति के प्रमुख के अनुसार उस जांच में सार्वजनिक रूप से जानकारी मांगने का तरीका प्रभावी रहा था, इसलिए श्री डे के मामले में भी यही प्रक्रिया अपनायी गयी है।

Kolkata, Aug 11 (UNI) The West Bengal Health Department has constituted a fresh committee to investigate allegations against Avik Dey, who was among the doctors accused of being associated with an alleged "threat culture" in the state's medical colleges following the RG Kar hospital rape-murder case.
The new panel has now invited members of the public to submit factual complaints and supporting evidence against Dey, including documents, photographs, audio and video recordings.
The move comes as the authorities reopen scrutiny of Dey's admission to postgraduate studies through the service quota.
According to a public notification issued on Tuesday by the Office of the Principal, College of Medicine & Sagore Dutta Hospital, the inquiry was constituted pursuant to an order issued by the Directorate of Medical Education on August 10.
The notification said the inquiry relates to Dey's entry through the service quota during postgraduate admission when he was posted as a resident medical officer in the Department of Radio-diagnosis at Burdwan Medical College in Purba Burdwan.
The committee has asked anyone with relevant information to submit a factual statement along with legible copies of original documents, audio, video or photographs, if available. The material has to be emailed to enquiryad26@gmail.com by 4 pm on August 18, the notification said.
Physical copies may also be submitted or sent by speed post to the Chairman, Enquiry Committee-AD, Office of the Principal, College of Medicine & Sagore Dutta Hospital, Academic Building, second floor, 578 B.T. Road, Kolkata-700058.
The sealed envelope has to be marked "Enquiry-AD 2026". The notification, signed by P Paulson, Principal and Chairperson of the Enquiry Committee-AD, requires complainants to provide their full name, address, signature, a photo identity document such as an Aadhaar or voter card, and their mobile phone number and/or email ID.
The committee has assured that the identity of those submitting information will be kept confidential.
The notification said the details were required so that investigators could contact them, if necessary, to record their statements.
Dey, a former postgraduate trainee in the surgery department of SSKM Hospital, was suspended following a departmental inquiry into allegations of running an alleged "threat culture" and remains under suspension.
His name came under scrutiny following the RG Kar incident, with junior doctors and others alleging that he was among those associated with an alleged network of intimidation in medical colleges.
Dey was also questioned by the CBI during its investigation into the RG Kar case.
The fresh notification, however, specifically concerns his service-quota admission and does not allege that Dey was involved in the rape and murder at RG Kar Hospital.
Doctor Utpal Dan, who headed an earlier inquiry into allegations against Dey, said a certificate issued to him for working in a difficult area was supposed to have been issued by the state Health Department under the rules.
"The certificate was supposed to be issued by the Health Department. It was issued to Avik by the then principal of Burdwan Medical College," Dan said. He added that he would extend all possible cooperation to the new committee if required.
Dey has denied any irregularity in obtaining the service-quota certificate. "I submitted all the documents that I was required to provide as per the rules and received the service quota certificate in 2022. The Health Department granted me the service quota after verifying all the documents," he said.
The decision to invite public submissions follows a similar exercise conducted during an earlier inquiry into doctor Birupaksha Biswas, who was also accused of being associated with the alleged "threat culture" in the state's medical colleges.
Biswas, then a senior resident in the pathology department at Burdwan Medical College, faced allegations of intimidating junior doctors and was among the doctors suspended by the West Bengal Medical Council in 2024.
The committee investigating Biswas had publicly invited complaints and supporting evidence, including audio and video recordings and photographs.
The head of the new committee said the exercise had yielded results and that the same method was therefore being adopted in Dey's case. The fresh inquiry was ordered by state Director of Medical Education Indrajit Saha, according to the official notification.
