State Committee member of the association Sanjay Chauhan said on Sunday that the government had started the process of releasing MIS payments for apples and other fruits in March this year. Initially, it was decided to make payments to growers who had supplied up to 30 bags of produce, followed by those who had supplied up to 100 bags. He said that despite submitting all the required documents, many farmers were still waiting for their payments.
"In several cases, more than a month had passed since growers submitted the documents, but the money had not yet been credited to their bank accounts," he said adding that when association representatives contacted officials, they were informed that an inquiry was underway into alleged irregularities related to bags at some procurement centres last year, resulting in the delay in payments.
Chauhan said withholding payments of all farmers because of an inquiry into alleged irregularities was unfair, particularly when growers who had completed all formalities and had no role in any wrongdoing were being made to suffer.
The association said the alleged irregularities in apple procurement under the MIS were a matter of serious concern.
It said the issue also raised questions over the functioning of the state government and the agencies designated for procurement under the scheme, including the Himachal Pradesh Horticultural Produce Marketing and Processing Corporation (HPMC) and Himfed.
Chauhan further said that the scale of the alleged irregularities required a thorough investigation into the role of officials responsible for procurement and personnel deployed at collection centres.
The association also alleged serious negligence in the handling of apples procured under the MIS last year, claiming that produce was not lifted from collection centres in time and was subsequently disposed of at the sites, reportedly on account of road closures.
It demanded a fair and thorough inquiry into all alleged irregularities, strict legal action against those found responsible and recovery of losses from the persons accountable.
The association also urged the government to put in place a transparent procurement mechanism to prevent such incidents in future.
It demanded clear rules for appointments at collection centres and safeguards against political or other interference in such appointments.
The association further urged the Centre to continue the Market Intervention Scheme and make a provision of at least Rs 1,500 crore for the scheme, as was available earlier.
"The MIS was launched by the Centre in 1987-88 to support growers of cash crops, including apples, potatoes, onions, oranges and grapes, when market prices fell and farmers were unable to secure remunerative returns. The scheme had been implemented in Himachal Pradesh for apples and citrus fruits for several years," he said.
The association alleged that cuts in central budgetary support since 2023 had affected the scheme and the financial assistance available to states.
They warned that discontinuation of the MIS would further aggravate the difficulties faced by farmers and said it would oppose any move by the Centre or the state government to withdraw or close the scheme.
